Hixardt Executive Staff
Michael E Hicks Jr., President & CEO
Mr. Michael Hicks has been involved in the field of Technology for
over twenty years. He received his BS Degree in Computers and Information
Systems, from Florida A&M University in 1988 through the Navy's BOOST program.
After receiving his commission, Mr. Hicks was accepted into the Naval Flight
Program where he was designated a Naval Aviator in October 1989. During his
career as a Naval Officer he flew Electronic Reconnaissance Missions in the
EP-3E from May 1990 to May 1993. He was one of a few African American Naval
Aviators to obtain a Designation as Electronic Warfare Aircraft Commander from
VQ-1, in addition to many other awards Mr. Hicks was awarded the Naval Air Medal
with First Strike for missions flown in support of Desert Shield/Desert Storm.
He choose VT-2 in Pensacola FL as his next command. Here he became a Flight
instructor and quickly advanced to the position of Assistant Operations Officer.
In January 1997, he transferred to the staff of Commodore Watts at Training Air
Wing 5. Here he was assigned the duties of creating an IT department for the
Wing, which supported all of the squadrons at NAS Whiting Field. During his
tenure he was involved in projects such as base-wide fiber network integration,
data center design and construction, network design and support, help desk
management, and contractor management. In June 1987, he established his first
commercial business, Pensacola Internet. This company grew to become the second
largest ISP in Pensacola FL, and was the first company to introduce new
technologies such as 56K modem and wireless access in the Pensacola area. In
July 1998, he sold Pensacola Internet’s residential customers to Mindspring and
business customers to Network Telephone, a CLEC in Pensacola, FL. In February
1999, he retired from the Navy as a Lieutenant Commander, and went to work for
Network Telephone in July 1999 as their IT Director. Here he was responsible for
managing the IT needs of a company as it grew from 55 employees to 600+
employees operating in 9 states. He oversaw projects such as data center design
and construction, billing, OSS, trouble ticket, network monitoring system
selection and integration as well as numerous other IT projects. In February
2001, he left Network Telephone and founded Hixardt Technologies, INC. Over the
past three years he has worked to position Hixardt Technologies as one of the
predominant IT firms in Pensacola FL, by offering “total support” packages,
quick response times, and competitive pricing. He is active in the community and
supports opportunities where his knowledge may benefit others.
Todd Fisher, Chief Operating Officer
Mr. Fisher comes to Hixardt with over 15 years of experience in varying degrees of technology operations management, technology integrations and enterprise strategic development. He spent 10 of those years working in the Department of Defense arena; specifically, working as the Chief SOF Air Mission Suite Architect and C2 Systems Task Lead for the 623rd Air Operations Center, as the Chief Technology Architect for the AFSOC A6, CIO Office (Air Force Special Operations Command) and as the Senior Information Technology Manager for numerous USSOCOM (United States Special Operations Command) global technology implementation efforts. Mr. Fisher was instrumental in helping the government streamline IT business processes in line with accepted industry ITIL standards. Mr. Fisher also brings valuable private sector and company startup experience and served as the Director of Technology for a Pensacola based Health IT company. As Hixardt’s Chief Operating Officer, he will help Hixardt demonstrate its already solid performance and reputation throughout the local community and throughout Hixardt’s Nationwide customer and partnership base. Mr. Fisher holds a B.A. from Florida State University and has held numerous industry standard technical and process certifications. His global enterprise leadership experience combined with his knowledge of implementing mature business processes will enable Hixardt to successfully bring and guarantee enterprise level service to all Hixardt customers.
Brian Ransom, Chief Technology Officer
Brian Ransom
Mr. Ransom’s professional career started as a software development engineer at Digital
Equipment Corporation (DEC) in 1985, at the age of 19. While there Mr. Ransom worked as a
software design engineer in layered projects division were he achieved the distinction of being
one of the youngest principle engineer in the company’s history by the age of 21. In 1987 Mr.
Ransom left DEC to attend Tuskegee University and peruse a degree Computer Science and
Electrical Engineering. In his junior year, Mr. Ransom founded Panther Technology And
Research Group serving as its president and CEO for 12 years. During this time Mr. Ransom
built the company from a $ 500 initial investment to a multi-million dollar organization, with 5
offices and an average of 70 engineers on staff. Additional accomplishments include:
• The creation of a new software development methodology called the Universal Application
Environment (UAE). This methodology was used successfully in the timely development of
over 100 information management projects.
• Helped design and develop and implement an SEI Level 3 Process for Rockwell
International (Now Boeing)
• Successfully implemented a virtual business model capable of seamlessly interfacing with
outside partner venders and employee/consultant telecommuters
• Created and implemented TQM Processes for customer relations
• Created and implemented a internal Industrial Security Process used on classified
government contracts
• Served and technical lead on several Government RFP’s (43% win rate)
• Implemented PTRG’s integrated project team (IPT) defined process
• Managed a 1 year internal project to design and develop PTRG’s company Information
Environment deceasing infrastructure cost by 27%.
• Assisted in the Development of the Requirement Management System (RMS) of AT&T
Broadband commercial digital video and Internet communications project (4+ billion dollar
project)
• Served as technical project lead on the US Air force C-130 Gunship retrofit ( 14 billion dollar
project)
• Served as project lead for Testing Tools for F-22 raptor Operational Testing Program
• Developed several Microsoft based Enterprise solution projects for outside organizations
As with many small government contractors, Panther Technology and Research Group was
unable to weather the financial turmoil that followed the infamous attacks of 9/11/2001, In 2002
Mr. Ransom sold the remaining parts of the company.
In the years that followed (2002 to 2008) Mr. Ransom lent his services to several companies as
a technology and business consultant. Major accomplishments during this time include:
• Serving as Technology advisor to the Dean of Tuskegee University’s College of
Engineering Architecture and Physical Sciences.
• Designed and developed and new wireless mesh self healing vehicular traffic
management system.
• Redesigning UAE into a new flagship technology called 3D Information Blocks
During this time Mr. Ransom also obtained his MBA and researched business a myriad of
business models and serves and the CTO at Hixardt Technologies
Violet B Hicks, Executive Vice President
Mrs. Violet Hicks is a senior consultant and an
Executive Vice President of Hixardt Technologies, INC. She has
been involved in the field of Information Technology for over
twenty years. She received her BS Degree in Computers and
Information Systems, from Florida A&M University in Tallahassee
FL. in 1989. Over the past 10 years Violet has focused on
Information Technology Management, and is an integral part of
Hixardt's management team.
